Antonio M. Eiroa, President: In 2005, I was elected as full-time President of AFSCME Local 1542 and since re-elected for each term. Originally from Terminal Operations for 17 years in the Aviation Department and a total of 33 years within Government service. My major in Miami-Dade College North was in Broadcasting Operations and Aviation Administration. I have successfully completed the Supervisory Training course that Miami-Dade County offers. I have served as a trustee on the Executive Board of Council 79 for 6 years and on our local Negotiating CBA Committee. I am currently on the AFL-CIO Central Labor Council and part of the Executive Board of LCLAA – “Labor Council for Latin American Advancement” and AFSCME Local 1542- Chair for P.E.O.P.L.E.
Efrain Montano, Vice President: Elected to the position of Secretary Treasurer of AFSCME Local 1542 in 2009 and re-elected; originally from Terminal Operations employed by Miami Dade Aviation since 1996. I graduated from Miami Dade College with an AA in Business Administration. At Miami Dade County I have successfully completed the Supervisory Training course and continue to take courses offered. I have completed through AFSCME International a certification on Secretary Treasurer and continue to pursue financial courses. I served as the Chair of PEOPLE – Public Employees Organize to Promote Legislative Equality from 2009 through 2012 for AFSCME Local 1542 and in 2010 served as the Sargeant at Arms for the AFSCME International Convention. I have served on the Negotiating CBA Committee. As a veteran of the United States Navy, I am very proud to have served and support our men and women in service and military families.
Gary attended Long Island University Brooklyn Center from 1972-1976. A member of the United Auto Workers (UAW) NYC from 1977-1981. He started working at MIA in 1981 with Air Florida as a Supervisor of In-flight-services, assumed Manager’s position in 1983 until 1984. Gary continued in the same capacity from 1984-1988 when Midway Airlines purchased Air Florida. In 1989 he began his County Service at MIA until present. Gary has been a faithful Union (AFSCME 1542) member since 1989.

Marie Wagnac-Ricks, Recording Secretary: Elected to serve on the Executive Board of AFSCME Local 1542 in the position of Recording Secretary in 2009 and re-elected; I came from the Terminal Operations PIC/OCR section of the Miami Dade County Aviation Department. I was originally hired by Aviation in 1989 and worked in Maintenance administrative team. I currently and fluently speak three languages (English, French and Creole) and have picked up some Spanish. Through Miami Dade County I completed my Supervisory Training Courses and several software classes. I have served on the Negotiating CBA committee for our local.
John Fiocchi: A union member of AFSCME 1542 since 1994; I was elected to serve on the Executive Board as an Executive Board Officer in 2005 and re-elected. I was hired by Aviation in the BMC Shop of Maintenance and transferred to the FIDS (aka Tech Shop in 2001); in 2013 I was promoted to Senior Technician. I graduated from Miami Dade Collage with an AA in Business and attended two years in Lindsay Hopkins Technical School where I obtained my FCC First Class License. I have been on the Negotiating Team for our CBA and on the Radio Usage Committee.
I began my County Career in 1987 in the Maintenance Division and currently the lead-worker within my shop of Mechanical Maintenance. I graduated in North Miami High; attended Miami Dade College, and a license Mechanic. I have been a union member since I began working with the Aviation Department and I have 16 years as a union representative holding various positions including my current position of Executive Board Officer. I am on the safety Committee Vehicle/Injury, Negotiation Committee and have been involved in the Maintenance Uniform Committee.
Dorrell Price: Elected to serve with AFSCME Local 1542 as a trustee in 2009 and since have been re-elected; I began my County career in 1978 as an Airport Specialist. Currently, I am a Senior Agent for the Gate Control in Airside Operations.I hold an AA in Aviation Management from the University of Belize and I am a certified pilot. I have served on the Negotiating CBA Committee for our local and on the attendance policy committee.
Steve Kovacs: I was elected to serve with AFSCME Local 1542 as a trustee in 2009 and since re-elected. I began my Aviation career in 1983 working for a ground service company and later was hired for Miami Dade Aviation in 1989.I am a Senior Agent with Advance Planning & Scheduling, Aircraft Gate, Cargo, and Apron Control for Airside Operations and completed the County’s Supervisory Training. I have served on the CBA Committee for our local and on the attendance policy committee.
